23 RISING Inc. is a Kentucky nonprofit created to encourage potential, expand opportunity, and strengthen the communities we call home.
Rooted in southeastern Kentucky, we support young people through scholarships, after-school learning, mentoring, camps, activities, leadership development, and meaningful community partnerships.
We believe every young person deserves someone who sees their potential and an opportunity to rise.
23 RISING is rooted in Appalachia, with an initial focus on:

Our goal is to build strong local partnerships and respond to the needs of the young people and families within these communities.
Helping deserving students pursue education and training beyond high school.
Providing after-school learning, tutoring, camps, activities, mentoring, and leadership experiences.
Working with schools, families, organizations, and local leaders to meet needs and create lasting opportunities.
Honoring a devoted husband, father, minister, disabled American veteran, community servant, and the unforgettable “Voice of the Jackets.”
This scholarship carries Rev. Junior Kersey’s legacy forward by supporting a student who demonstrates determination, character, service, and heart.
More Than a Number
For founder Carla Kersey, 23 began as a basketball number. It represents a lifelong love of sports, teamwork, perseverance, and the belief that encouragement can change the direction of a young person’s life.
Today, 23 has become something even bigger: a symbol of purpose, service, opportunity, and rising together.
