OUR STORY

23 RISING began with a meaningful number, but its purpose is rooted in something much deeper: family, faith, perseverance, service, and the belief that every young person deserves an opportunity to rise.

The organization was co-founded by siblings Carla Kersey and Joe Kersey. For Carla, the number 23 represents her basketball number and the lessons she learned through sports—discipline, teamwork, resilience, leadership, and the power of having someone believe in you.

Joe is a minister who followed in the footsteps of their father, Rev. Junior Kersey. His faith, service, and commitment to helping others continue the example their father established. Together, Carla and Joe created 23 RISING to transform the values that shaped their family into opportunities for young people and communities across southeastern Kentucky.

Their father, Rev. Junior Kersey, was a minister, disabled American veteran, devoted husband and father, community servant, and the unforgettable “Voice of the Jackets.” Despite significant health challenges, he continued serving others and helping veterans and their families. His life demonstrated that obstacles do not have to limit a person’s purpose or ability to make a difference.

The heart of 23 RISING also carries the memory of Carla and Joe’s late mother, Christine Kersey. As the devoted wife of Junior and mother of their five children, Christine was an essential part of the family’s foundation. Her love, strength, and devotion helped shape the family values that continue to guide this organization.

23 RISING also lovingly remembers their late sister, Angie Kersey. Angie will forever remain part of the Kersey family story, and her memory is woven into the organization’s commitment to love people well, value every life, and create a legacy that reaches beyond a single generation.

Their sisters, Trish Cool and Pam Barnes, serve as Honorary Board Members, helping preserve the family connection and supporting the spirit and purpose behind the organization.

While 23 RISING was inspired by one family’s story, its mission extends far beyond that family. The organization exists to provide scholarships, educational support, mentoring, after-school opportunities, camps, activities, leadership development, and community partnerships for young people throughout Whitley, Knox, and Laurel counties.

The number 23 may be where the story began, but rising together is where it is going.
